RDS Snapshot Policies

Define RDS snapshot retention policies (e.g. keep 30 daily, 12 monthly, 7 yearly) and surface non-compliant snapshots. Cleanup workflows respect compliance pins and refuse to delete snapshots in regulatory hold.
